Secretary General PPP, Punjab, Mr. Tanvir Ashraf Kaira had demanded that ALL Parties Finance Commission, Punjab, should be announced in the Punjab Budget of 2014- 2015, that should be made responsible for the equitable distribution of Local Bodies funds to the districts. He said this in a statement issued from here today.
He said that it made sense to formulate such framework in the absence of the Local Bodies because the funds of billions of rupees for providing civic amenities to the people of the province had been diverted to the projects in Lahore leaving the people of the rest of the province high and dry.
He referred to the objections of the Auditor General of Pakistan on transfers of huge funds of the local bodies to other projects adding such transfer of funds and their expenditure could not be reconciled as a consequence.
Tanvir Ashraf Kaira maintained that the setting up of the All Parties Finance Commission in Punjab would ensure the equitable distribution of the financial resources to the districts as well as monitor the utilization of funds so allocated for the provision of services to the people of the province.
He argued that the transfer of funds from the less developed areas to the urban center was wilful negligence that brazenly defied the narrative of social justices as well as the concept of sustainable development.
He observed that discrimatory development was both counter-productive and self-defeating that cut the very basis of the process of social development on harmonies basis. Development should be vehicle of promoting the cause of shared prosperity without prejudice to others, he added.
